The FDA Final Rule on Requirements for Additional Traceability Records for Certain Foods, also known as the Food Traceability Rule (FTR), was the final rule promulgated under the Food Safety Modernization Act (FSMA). The FTR established additional recordkeeping requirements for persons who manufacture, process, pack, or hold foods included on the Food Traceability List (FTL). The FTL includes a broad variety of commodities and manufactured products.
Industry compliance with the requirements in the FTR will allow for faster identification and rapid removal of potentially contaminated food from the market, resulting in fewer foodborne illnesses and/or deaths. This course was developed by the FSPCA for segments of the food industry that must comply with the FTR. Delivered by a Kiwa ASI FSPCA Lead Instructor, it provides participants with knowledge on the FTR and approaches to developing and implementing food traceability practices.
Course Curriculum & Agenda
The course is structured around the FSPCA core curriculum — seven chapters delivered over one and a half days, with discussion, exercises, and worked examples in every chapter.
Foundations of the Food Traceability Rule (Chapters 0–3)
Day 1 is the load-bearing day. You'll get oriented to the rule, work through who is covered and what's on the Food Traceability List, then spend the afternoon on the heart of the FTR — Critical Tracking Events and Key Data Elements.

Chapter 1 — Introduction & Background45–60 minutes
Why traceability matters, where the FTR came from under FSMA, and how it connects to faster recalls and fewer foodborne illnesses.

Chapter 2 — Application of the Food Traceability Rule100–120 minutes
Who has to comply, what the Food Traceability List covers, partial and full exemptions, and how to determine if your operations are in scope.

Chapter 3 — Critical Tracking Events & Key Data Elements180–210 minutes (split across two sessions)
The most detailed chapter in the course. Identify CTEs across the supply chain, map the KDEs that must be captured at each, and practice with annotation exercises.
Building the Plan, Recordkeeping & Implementation (Chapters 4–6)
Day 2 turns the rule into a system. You'll build the Traceability Plan, work through recordkeeping format and access requirements, and finish with implementation guidance, appendices, and a personal to-do list.

What every covered entity needs in a Traceability Plan, with practical application exercises so you can begin drafting yours during the course.

Record format, retention, electronic vs. paper, and the 24-hour electronic sortable spreadsheet request — what it actually looks like in practice.

Chapter 6 — Implementation of Food Traceability Programs & Procedures120–150 minutes
From "we understand the rule" to "we have a working program." Systems, technology considerations, supplier and customer coordination, and the change-management piece teams most often underestimate.

Questions Before You Enroll?
No. The Food Traceability Rule participant course was developed by the Food Safety Preventive Controls Alliance (FSPCA). FDA recognizes the FSPCA participant course as adequate "core curriculum" for understanding FTR requirements and developing food traceability practices. Successfully completing this course provides participants with that understanding — it is not an FDA-approved or FDA-issued certification.
No. FSPCA participant courses are not certification courses. Participants who attend the full course and actively participate in the exercises receive an FSPCA Certificate of Successful Completion. FSPCA does not currently provide or manage certifications.
The course is 12 instructional hours over 1.5 days. Day 1 runs from 8:30 AM to 4:30 PM CST. Day 2 runs from 8:30 AM to 12:30 PM CST.
Seven chapters: the course Preface and overview, the Introduction & Background to the FTR, Application of the Food Traceability Rule, Critical Tracking Events and Key Data Elements (the largest chapter), Traceability Plan Requirements, Recordkeeping Requirements, Implementation of Food Traceability Programs and Procedures, plus a Final Activity ("to-do list") and a review of Appendices 1–10.
No. Sessions are delivered live and are not recorded. Participants are not permitted to record the session. To successfully complete the course and receive an FSPCA Certificate of Successful Completion, a participant must be present for the entire delivery and actively participate in the exercises.
Yes. Regulator attendance is welcome and contributes to a collaborative learning environment. Regulators attending the course are there to receive training — not to provide official answers to rule or policy interpretation questions.
